Fujian Nanping Rongchang Chemical Co., Ltd. was founded in 1970 and put into operation in 1978. In December 1996, it was changed to Fujian Fuwen Chemical Co., Ltd. In October 2000, it cooperated with Fuzhou Yihua to establish Fujian Nanping Rongchang Chemical Co., Ltd. In October 2005, Fujian Kelly Investment Co., Ltd. acquired the state-owned equity of Shunchang and Fuzhou Yihua and became a wholly-owned private company. The company is located on the bank of Futun River in northern Fujian, adjacent to 316 National Highway, only one kilometer away from Fuwen Railway Station of Yingxia and Yingfu Railway, and has a special line for hazardous chemicals.

Before 2015, Rongchang Chemical Liquid Chlorine Tank Farm had only frost tube level gauges that were not allowed to measure, which had potential safety hazards. In view of this potential hazard, the external level gauge of Xi 'an Dinghua Electronics Co., Ltd. was selected during the technical renovation in 2015. The convenient installation of non-contact measuring instruments prevented the whole construction process from stopping and reducing production. After the instruments were put into use, the on-site staff knew the accurate liquid level in the storage tank.
